Peter gives his closing exhortation to the Christians who are fleeing persecution and find themselves as pilgrims and sojourners in unfamiliar lands, and yet, still being persecuted for being Christians. Peter takes a moment to exhort the Church leaders to shepherd well. He tells those sitting under the Pastors and elders to listen and obey the instruction of the elders who are teaching God’s word, with humility. Peter then turns to everyone and tells everyone to remain humble, and to stay alert to the tactics of the enemy. He closes with an encouragement that Jesus will at some point restore, confirm, strengthen, and establish them.
